Spokane’s Parent Coalition Builds Momentum

The Parent Coalition at The Arc of Spokane is growing, expanding, and building momentum. More families are reaching out, more conversations are happening, and the energy around advocacy continues to rise.
With rising concerns about accessibility and access to services, an unpredictable political climate, and economic stressors, this growth is a clear sign of the strength of Spokane’s disability community and its determination to create meaningful change.
Amplifying Voices
As the 2026 legislative season approaches, the coalition is preparing to amplify the voices of families and self-advocates. Lawmakers pay attention when real stories are shared, and this year, several pressing issues have legislation already in motion:
Fair and Person-Centered Services (HB 1390): Advocates are pushing for House Bill 1390, which seeks to repeal the statutory framework for the Community Protection Program. Repealing it would remove limitations on provider types and allow more flexibility so that services can more closely follow each person’s needs.
Ending Isolation and Restraint in Schools (HB 1795 / SB 5654): Legislators have introduced HB 1795 and SB 5654, which aims to prohibit harmful practices such as chemical or mechanical restraints and require more restrictions around when restraint or isolation may be used.
Taking New Strides
In addition to policy priorities, the Spokane County Parent Coalition is launching a new initiative: Virtual Open Mic Night. This event will provide a welcoming platform for individuals with I/DD, families, and allies to share personal stories and raise concerns about legislation. The goal is to elevate lived experiences so they influence real policy change. Be on the lookout for future announcements regarding Parent Coalition activities!
